DTB’s Program Managers coordinate goal-scheduling ensuring scope, resources and schedules are properly managed to support a project. We monitor project status communicating risks associated with delivery and budget as well as technical issues.

Contract Vehicles

Dayton. T. Brown, Inc. has several U.S. Department of Defense (DOD) contract vehicles in place that can be used for research and development programs. Sample contract vehicles currently in place at DTB include:

The GSA Contract is the Federal Supply Services vehicle for customers who wish to obtain Professional Engineering Services (PES). DTB is approved to provide PES in the following areas:

  • Special Item No. (SIN) 871-2: Concept Development & Requirement Analysis
  • Special Item No. (SIN) 871-3: System Design, Engineering and Integration
  • Special Item No. (SIN) 871-4 Test and Evaluation
  • Special Item No. (SIN) 871-5: Integrated Logistic Support

The SeaPort –e Contract is the Navy’s electronic platform for acquiring support services in twenty-two (22) functional areas including Engineering, Financial Management, and Program Management.

Program Management

Dayton T. Brown, Inc. (DTB) is an independent project and program management oriented organization whose existing management system was developed to accommodate over 2000 discrete programs per year. These projects range from a brief test or evaluation, to a complex research and development, or engineering program of many years’ duration.

Complete program management — study, concept development, detailed design, prototype fabrication, test/evaluation, quality conformance inspection and documentation — provided by DTB ensures consistent high quality performance. Permanent in-house engineering and technical personnel, with many years of experience, manage and implement all of the tasks required for research and development programs, providing our customers with efficient and diversified support of their requirements.

Small Business Subcontracting

Federal Acquisition Regulation (FAR) Clause 19.702 sets forth the statutory requirement that any contractor receiving a contract for more than the simplified acquisition threshold must agree in the contract that small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns will have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance.

The statutory goal for small business is 23%.

Program Management Resources
Dayton T. Brown offers all of the resources to fulfill the requirements of complex authoring and information systems deployment. An added element that clearly distinguishes DTB from competition: Program Management. dtb-people-02DTB has a staff of Senior Program Managers with over 250 years of technical experience. This insures that any program we support will be on-time, within budget and at the required quality standards. DTB assigns program managers to all of the programs we support and they take responsibility for an on-time, quality delivery within budget. They also provide our customers with regular updates and all reporting requirements throughout the program.
Earned Value Management (EVM)
Earned Value Management (EVM), or Earned Value Project/Performance Management (EVPM) is a program management technique for objectively measuring project performance and progress. program-mgt-3EVM has the ability to combine measurements of : • Scope – general direction, goals and methods • Schedule – planning and deliverables • Cost – budgets and costs throughout your systems Earned Value Management can accurately forecast project performance problems, an important component of project management. Popularity of EVM has grown significantly in recent years beyond government contracting, where its importance continues to rise. The use of EVM to affect plans and controls significantly improves both scope definition as well as the analysis of overall project performance. Research has also shown that the principles of EVM are positive predictors of project success.
DTB Teams & Collaboration

dtb-people-01Dayton T. Brown, Inc. has numerous Teaming Agreements in place with other commercial companies to combine resources to bid on major government contracts. Teaming agreements allow DTB to expand its knowledge base and experience in many areas to support research and development efforts. Based on the requirements of the contract, DTB either assumes to role of the Prime Contractor or Subcontractor. DTB’s Teaming Agreements typically also include a Non-Disclosure Agreement to protect any ‘Proprietary Information’ shared between companies.

SBIR Teaming

Dayton T. Brown, Inc. has submitted several innovative research & development proposals to the U.S. Department of Defense – Small Business Innovation Research (SBIR) Program in the following topic areas:

Navy Prototyping

Many times, Prototype Development crosses over and is a sub component of a larger program in the realm of Value Engineering, Reverse Engineering, Product Enhancement, Cost Reduction, Life Extension, Diminishing Aircraft Parts and Manufacturers.     DTB has the expertise and suppliers capable of designing and fabricating precision parts for multiple applications within the land base, shipboard and aerospace communities. Examples of these include the fabrication of EA-6B tail pipes and E-2C Hydraulic Actuators. Land base equipment includes Ejection Seat and Aircraft Wing Dolleys.
